การขยายตัวของโรงงานอุตสาหกรรมที่เพิ่มขึ้นอย่างรวดเร็วได้นั้นก่อให้เกิดกากของเสียจากกระบวนการผลิตมากขึ้นเรื่อยๆ ซึ่งหากขาดการบริหารจัดการควบคุมดูแลให้ถูกต้องตามระบบมาตรฐาน กากอุตสาหกรรมที่เกิดจากการกระบวนการผลิตทางอุตสาหกรรมเหล่านี้ก็จะย้อนกลับมาเป็นอันตรายต่อสภาพแวดล้อม และก่อให้เกิดผลกระทบต่อสุขภาพอนามัยของมนุษย์ และสิ่งมีชีวิตต่างๆ อีกทั้งยังก่อให้เกิดค่าใช้จ่ายที่ไม่จำเป็นในการกำจัดกากอุตสาหกรรมดังกล่าว จากความ มุ่งหวังของภาครัฐที่ต้องการแก้ไขปัญหา การจัดการอุตสาหกรรมให้ประสบความสำเร็จอย่างเป็นรูปธรรมและสามารถแก้ปัญหาได้อย่างยั่งยืนได้ก่อให้เกิดความร่วมมือ ระหว่างภาครัฐและภาคเอกชน โดยมีมาตรการในการกำหนดกฏหมายที่มีผลบังคับใช้ได้อย่างเป็นรูปธรรม สะดวกและรวดเร็ว เช่น การกำหนดหน้าที่ของ ผู้ก่อกำเนิด (Waste generator) ผู้ขนส่งกาก (Waste Transportation) และผู้กำจัดกาก (Waste processor) ไว้อย่างชัดเจน การขออนุญาตทางอิเลคโทรนิกส์ (E-License) เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการโรงงาน รวมไปถึงการส่งเสริมให้ทางผู้ประกอบการโรงานเลือกใช้วิธีการนำกากอุตสาหกรรมกลับมาใช้ประโยชน์ใหม่ ซึ่งความร่วมมือกันเหล่านี้ถือเป็นกลไกสำคัญในการปกป้อง และรักษาสิ่งแวดล้อมมิให้ได้รับผลกระทบจากกากอุตสาหกรรม และเป็นการแก้ไขปัญหาสิ่งแวดล้อมอย่างยั่งยืนสืบไป
